  • CBM International in Vietnam (CBM HQ in Germany)

    2016 - 2018

    2016 – 2018: Country Representative for Vietnam, CBM (Improving the quality of life for persons with disability.) Managed and developed CBM Vietnam’s strategy, MEAL systems, and project portfolio to improve service provision related to disability inclusion, training and capacity building for disabled people’s organizations, advocacy training for the rights of persons with disability, psychosocial support for victims of GBV, child safeguarding training and systems set up, inclusive education training and research, rural inclusive eye-care training and development, disability inclusive DRR and livelihoods. 5 inclusive education programmes growing in number and quality through training, evidence and advocacy.

  • Plan International in Vietnam (Plan HQ in UK)

    2011 - 2016

    2011 – 2016: Country Director, Plan International Vietnam.

    Successfully managed Plan International in Vietnam with 250 staff in 10 provinces. Significantly increased Plan’s involvement with CSO partners especially for youth employment, gender, DRR, and CCA programs. Piloted Plan’s new MEAL system. Maintained grant budget at more than $7 million per year through designing innovative programs (total budget $13M per year). Focused on ethnic minority empowerment, education, youth employment, children rights, gender issues (violence, reproductive health, safety, access to education), WASH, health, resilience, economic empowerment and governance. Developed Plan’s programs in the remotest mountainous areas and increased use of ethnic minority staff. Donors include 18 National Plan Offices plus AusAID, EU, NZAID, NORAD, USAID, JICA, KOICA, UN and private sector. Developed significant grant funded portfolio of girls programs such as Gender Responsive Schools (GBV focus) in Hanoi (UN Trust Fund for Women), Safe Cities for Girls, Girls Escape from Sex Industry, and Keeping Ethnic Girls in School. Identified significant areas for child protection interventions (especially around abuse and disabilities) in remote mountainous ethnic areas and sought funding to address theses needs. Developed disadvantaged youth employment programs and NGO to sustain this (REACH). Assisted REACH in establishing itself as social enterprise and on obtaining additional funding from private sector and bilateral donors.

  • World Learning International in Indonesia (HQ in USA)

    2008 - 2010

    2008 – 2010: Chief of Party (and Country Representative), USAID funded CSO Support Program to Promote Pluralism, World Learning Intl Inc., Indonesia.

    Oversaw a governance and civil society program that utilized research data, media and community mobilization for changing government policy. Developed a focused strategy along with monitoring and reporting systems to achieve tangible targets in religious tolerance, women’s rights, and minority rights for natural resource management. Facilitated the formation and capacity bulding of three strong CSO coalitions in each program area for implementation towards common goals. Conducted ongoing research (University of Indonesia) and established strong relationships with national government (the Ministry of Law and Human Rights) and key partner organizations (the National Commission for Human Rights and other research bodies). Maintained close professional working relationships with USAID.

  • PCI Global in Indonesia (HQ in USA)

    2002 - 2008

    2002-2008: Country Director, PCI Global, Indonesia.

    Effectively lead PCI’s program in Indonesia, including 150-250 staff in 5 provinces. Worked through and developed 10 local CSO partners in remote locations with ethnic populations. Introduced network strengthening tool for HIV network of 40 HIV/LGBT CSOs in Indonesia. Adapted and introduced Stepping Stones for HIV prevention and reduction in gender violence in Papua. Developed the capacity of PCI to plan and manage strategically, mobilize resources, monitor and evaluate programs, write proposals, design logical frameworks, assemble and monitor program budgets, and maximize the use of limited financial and human resources. Created and resourced new programs for disaster response (Aceh tsunami, West Sumatra earthquake, Papua earthquake), conflict mitigation (Maluku with Muslim and Christian CSOs), advocacy, community led development, community based DRR, WASH (CLTS), HIV prevention (with FHI360 in Papua), livelihood security and health (adopted PD Hearth). Obtained significant funding from CIDA, USAID, UNDP, AusAID, UNICEF and BP. Annual budget $3 - $10 million. Established PCI as a local NGO and it is still running successfully in Indonesia.

  • Chemonics International in Indonesia (HQ in USA)

    1999 - 2002

    1999-2002: Training & Capacity Building Specialist, Civil Society Support and Strengthening Project USAID/Chemonics, Indonesia.

    Served as CSO Capacity Building specialist for USAID funded $27 million project. Selected, supported and strenghthened intermediate service providers for CSO capacity building. Facilitated selection, design and implementation of innovative institutional assessment, capacity building and training systems that strengthened Civil Society Organizations including legal aid (LBH plus provincial branches, PBHI), missing persons (KONTRAS), media (Yayyasan SET, ISAI, AJI), consumer rights (YLKI), environment (WALHI plus provincial branches), women’s rights (LBH APIK), religious freedom, anti-corruption, election and political party training, and workers rights . Created a sustainable system for strengthening and promoting the use of local skills and knowledge between CSOs. Maintained excellent relationships with CSO partners and USAID. Created database of national, regional and international training resources. Appraisal committee member for grant managemeny self. Worked with 100 Indonesian CSOs on constituency building, capacity self assessments (IDF or OCA0, strategic planning, human resource management, financial management, reporting, monitoring, proposal development, advocacy (using participatory system), IT (internship in IT focused organization), conflict mitigation and program technical areas. Also supported CSOs working in conflict areas in Aceh and Papua.
